so guy in a truck pickup a piece of metal or plastic and sling it into my car on the right side it dented the tri-cel on the botom right side of the car and then it hit the right rear tire and blew it up!!

I'm a little confused from your description. Was this road trash the truck kicked up that hit your car?

I just had a chunk of Ice tossed at my car putting a hole in the front panel from a passing truck. You can't blame the truck hitting road trash, you can be mad but it's just an accident.
