My mom made the hat from instructions forwarded to me by a fellow SCOA member. The link is
How-To: Make a RichHelms Santa Hat for your smart - Club smart Car. You do need to update the measurements to the 451 model.
The materials ran about $40 and it took an afternoon to make. I decided to use an elastic strap that runs through the doors at the top of the windshield and connects with velcro in the middle of the car. There is also a small elastic strap with a velcro fastener that wraps around the rear wiper. However, these straps are just to keep it on top of the car while stationary (windy day, etc.), but I wouldn't try to drive at any speed (5-10 mph) with the hat on. I also have a garbage bag partially filled with air underneath the hat to give it a little height.
