Working effectively with Photoshop can have a pretty steep learning curve if you've never worked with graphics. If you visit your book store you'll find tons of tutorials. It's a powerful program which I haven't taken the TIME to even get my novice badge at. Two people where I work use it full time. They can do some amazing things with it.
That Elements version will work. Elements is a baby version of full blown Photoshop. But it can do simply retouching, and some very complex graphics. What him wants is very easy retouching. but again I'm on Vacation. If you have a student in the family. You can pick up any Adobe product, at a student discount price.
Two people where I work use it full time. They can do some amazing things with it.
