I've been dreaming about this car ever since last summer. It was supposed to be auctioned on December 27th, 2010 but due to a title delay (most likely, the VIN matches a wrecked 450 and not 454) it's sale has been delayed.

Given they might not be able to get get the title they may just sell it as is. I'm keeping my eye on it.

Not in the US. Mexico had them, and so did Europe, but they went the way of the DoDo in 2006.

Just when I could get financing too...Meh the lack of parts isn't much of a problem, just source them directly from smart (or even online), then follow some sort of guide to install it. As for the mechanicals, it's just a Mitsubishi underneath so that stuff could be handled easily.
