You're referring to the rear wheels but it's not the rear tires that wear unevenly, even though there is some negative camber. The wear is on the front tires that do not reveal camber when at a standstill. As suspension is compressed the camber changes and, because they are also the steering tires there is excessive wear on the inner portion of the tread. You're right that the only way to compensate for this is to re-mount the tires reversed on the rims. Changing from one side to the other will not help. That is the reason why the factory does not suggest rotating the tires.
Unfortunately, changing front to rear will help somewhat but with different sized tires that isn't possible. That is one reason why I installed the same sized tires on all four wheels (with suitable rims) - so that the wheels can be rotated front to rear.
