Do all the TPMS out there that fit the smart have the same mounting nuts and washers? I guess what I'm asking is are all the TPMS interchangeable?

The internal mounted units are not all the same. They're interchangeable in that they all mount in the stem hole of the rim and include the integral stem with all mounting hardware.

I'm not sure what your question is looking for.

What I'm asking is twofold;
If a TPMS is taken off a wheel that I have already and put on a different wheel, does anything need to be replaced? Washers? Nuts? Core? Or can I just swap the TPMS?
If a replacement TPMS is purchased would mounting hardware for that particular TPMS be needed? Are all mounting hardware interchangeable?

IMO- just put rubber stems in and delete the TPMS. I can't tell you the number of problems I've come across with TPMS sensors.

Once you take them off, your supposed to buy the install kit, which usually contains the rubber seals, and a new nut. Supposedly, when you remove the sensor, the seals are no longer any good. I have not personally removed any, just what I've read.

Yes that's correct, you need new service packs each time the sensor is removed and reinstalled - and you must torque the stem on to specific specs. There are other considerations you need to know about as well. Special precautions must also be taken during wheel removal and installation. This is not just a bolt and forget installation nor is it something for a DIYer to be doing.

When I had two new tires put on the Rear Rims that I was putting on the front of my Smart at "Discount Tire Company Store" they used New TPMS Seal Kits ~ $7.00 each to certify their Tire work (they took the TPMS's out of the front tires and remounted the fronts with rubber valve stems so I would have the fronts for Spares)

I picked up 4 kits from tire rack for when I swap out my OEM rims for new ones

FWIW, RussBarnes and Cube have both re-used theirs: (Removing TPMS sensor)
But, that was before you could find the things, so I think all would now recommend replacement.

I purchased two rear wheels for the front of my Smart and had the old TPMS taken off the fronts and installed on the new wheels. One worked just fine, and the other kept losing air. I went to Discount Tire and they installed a new seal on the problem wheel for around 5 or 6 bucks. I would guess my success rate of 50% is about average. For a few bucks the new seal is worth doing when you change tires.
