That looks like a "shorty". This is the Canadian model (additional side markers and different bumper) classic mini that was probably built in the late 70' to early 80's and then converted to a shorty (term in the mini community for this conversion).
Seen a couple in person. From what I hear they are even more fun to drive than a regular classic mini.
It is probably registered as a classic and due to this it is exempt from most regulation.
