Maybe they meant 183 Meters Per Gallon (probably also didn't know you're not supposed to mix units, but let's not ruin it for them).

Don't waste too much time reading in what the plate means...Utah uses the 3 number 3 letter system, so it probably was just entirely random!

If it was a Hummer I would think it meant 1.83 MPG.
