The Tern is more of a 'cabin scooter' than a car. Perhaps it would succeed as a commuter? It might do as well as the EMC3 from Eco Motors.

Believe me, I tried

At first, they took my $$$, but then credited it back once they realized I was not a Californian.

There is another member here on the board that had the same experience
