Actually it wouldn't be a good idea at all. Penske has not been part of the F1 scene for too long and is another insignificant American in the eyes of Bernie Ecclestone. Peter Windsor is an integral part of modern F1 culture and is well liked by Eccelstone. This alone could be vital to having their team licensed.
In terms of drivers, Scott Speed has F1 experience, and Marco Andretti has tested in F1 periodically since '06. And Marco would bring the allure of the legacy of his grandfather Mario, a former World Champion. This would be a solid start. I don't know enough about Kyle Busch to form an opinion, but I don't think there's a snowball's chance in hell that Danica Patrick. She has established herself as a self-merchandiser since she has not been able to do so as someone who wins races (despite the best equipment), and her hissy-fit personality would not be tolerated in F1. Besides, a few years ago Bernie Eccelstone told her personally (after congratulating her on finishing the 500) that women should wear white like the other appliances.
