There are some truly unique vehicles to the truly bizarre. The idea of a flying car has been around for quite a while but none really practical or affordable.
Since it is an enclosed three wheeler, some states might consider it a motorcycle and some a car; depending on the state. It has been discussed (the enclosed three wheeler part) at the Cabin Scooters Group at Yahoo Groups.
