The National Park Headquarters (located on the East Potomac Park, in SW Washington DC) doesn't see any location suitable for a photo op within its jurisdiction in DC.

I went there this morning, and they were not ready to close any location for the occasion (next Spring). I mentioned the Lincoln Memorial: out of bound. The Park Police wouldn't close Jefferson or Madison Drives, because of the concession access.
As for the cross streets through the Mall, 3rd, 4th, 7th, 14th and 17th, they fall under the DC Police jurisdiction.
A good idea would be (says the NPS) to contact the DC Film Commission. The National Park Service is ready to study any formal request filed with them.
But a better idea would be to have the help of Mayor Fenti, a smart owner himself.
