Headlight Problem

My headlights won't come on. The bright lights work and the parking lights come on but not the regular headlights. I did have some kind of emission sensor replaced by a local mechanic, but I'm not sure if they quite working around that time or not, I don't drive it much at night. Does anyone have any ideas, I am 140 miles from a dealer. Thanks.

Separate H7 lamps are used for Low & High. I've had the low-beam lamps burn out within days of each other, so they might need replacement. The GE H7's were $22 a pair at WalMart, so it's not too expensive to some new ones.
