Velcro on back of passenger seat?

What is that little strip of velcro on the back of the passenger seat for (at the top, behind the headrest)? I'm assuming it's some accessory mount location, but I don't know what it is exactly. Anyone know?

I'm told it's used during the restraint of a child seat.

When you put it THAT way, I see someone wrapping little Johnny's head with velcro and sticking him to the back of the seat.

Then again, I'm pretty warped. Probably best I only have cats. ;)

Well, with the cat, you would not need to wrap its head. Just stick it in place

You have boys that grew up? Hell, I've grown older (65) but friends and family will tell you that I still haven't grown up.;)
