You can have the ones you have painted at a body shop. They use high build primer to make them smooth, then paint them. I did this to mine, cost 300 bucks for both skirts.
He's talking about the side skirts. Go outside to your smart and take your tongue and place it on top of the door at the bottom of the window. Now run your tongue down the side of the door and notice how it is smooth...as your tongue will go across the tridion that is smooth as well. Once your tongue hits the part under the tridion you will notice how it is textured. That is the part he's talking about.

That is where I bought mine. They were actually cheaper then having the panels painted here(when I bought them last spring).Very good color match and I sold my old set to help off set the price of the new ones.
