As a former reserve LEO from a number of years ago, and as I'm sure that you (xscrew229) know, any LEO who has worked traffic for just a short time can quickly tell exactly how fast a car is going (within about plus/minus 3 mph) just by sight. The radar is just confirmation. With the instant-on lasers, it's just like you say. First, they see you, and they already know what your speed is, then they pull the trigger, and the speed on the gun is the same speed that will be written on the ticket. You can go to court to fight it, but you're gonna lose 99% of the time. With the old radar guns, we just kept the radar gun turned on a warmed up, and flicked the switch to turn OFF the antenna. Pretty much the same principle as the more recent "instant-on" radars, and pretty much the same results. It's actually pretty funny to see someone's face turn bright red from the full board of lights going off on their trusty radar detector at night, mounted on their visor!

I DO agree with the part about actual "speed traps" that are set up simply for revenue, though. I also feel the same way about the DUI traps outside bars! Got pulled over by a local LEO one time for leaving a bar that I'd JUST arrived at. Found out there was a cover charge that I didn't want to pay, so we left. Hadn't had a drink in DAYS!!! He felt awfully STUPID when I told him that. He tried to make me look bad in front of the girl that I was with, and I said, "Hey, I'm not the one that pulled over a completely sober driver for NO REASON, now AM I???"
