I'm not sure that's quite right. The GVWR is the max weight for the car. The GCWR (Gross Combined Weight Rating) is the max weight for the car plus trailer. I have a Ford F-350 with a GVWR of 9999# and a GCWR of 25999# (These are magic numbers for CDL weights and the like).
My loaded truck must weigh less than 10000#. My truck plus trailer must weigh less than 26000#. Also, my loaded trailer by itself cannot weigh more than its GVWR. It's a 10000# trailer, so I must top out at 20000#.
I believe you only count gear, passengers, and
the tongue weight against the car's GWVR. Otherwise I could only pull about 2000# (the truck weighs around 8000#). If there is no GCWR for the Smart, you may not be able to pull anything and stick with the manufacturer's recommendation.
You must also worry about breaks. Most smallish trailers don't have breaks. Larger ones have electric brakes. Whatever you can pull up a hill at speed you must be able to stop
