I'm not one to pick at something but I don't know if this statement is true in this context for a Smart Car.
As I'm pretty sure that neither the front or rear valance's on the Smart Car are classified as "bumpers" and are not of any significance when it comes to impact safety. After all they are only injection molded plastic with no reinforcement.
I would imagine that impact protection would come from and be based off the the Large metal bars on the front and back of the car, one is located just under the front grill and the second is above the rear valance both are located behind the body panels.
Both of these bar are also positioned at a hight most suited for "bumpers" rather than the very low front and back valances.
Just my two cents.
