Its actually a 2 hole system but the bottom site in with clips. Here is a shot of it from behind.

Before I order mine I need to make sure they don't cover the text at the top or bottom of a Texas license plate. That's now illegal.

I have one, unfortunately it covers up just a little of the bottom of the letters - California plate.

Snopes has a pretty clear explanation HERE. It seems even TxDOT isn't clear on the issue. I don't want a ticket. Even more, I don't want to be told I can't use the frame. The most important issue is to be sure that the TEXAS at the top of the plate isn't covered, or mostly covered.
