In certain parts of the country Plastic is greener than paper in other parts the opposite is true. I am talking ecological footprint because of manufacturing and transportation costs that effect the environment. That said, when in Europe I noticed a lot of folks using reusable bags of cloth, heavy reinforced plastic and other materials, good idea. Thats what we do about 80% of the time
I am old enough to have had a summer job bagging groceries.. '65-'67?
I remember years later paper bags not offered because we were consuming too much paper...hummm.. an ecology force?...IIRC... it was spotted owl and north west timber, or some tree sitters spiking trees, hell I don't remember, I was off in Europe playing Army
I do remember at the time 79-80? Crown Zellerbach, where my father in law retired, shut down the grocery bag line and laid off 150 employees
Now 30 years later, we think we were wrong and paper bags being bio degradable are back to being good... hummmm I wonder how long before the tree Hughers and tree sitters/spiker's rail against this....agin?
PS I always ask for paper... we wrap all out going packages in cut open grocery bags too... plastic grocery bags in the back of a pickup truck is a disaster.... knotting each bag is a pain ...twice

Consider the difference now though, since paper bags comprised of recycled materials are available and used nowadays and can be put back into the recycling cycle.. Plastic recycling, and whether people even do it, is another can of worms.
Part of my point...in our family, as a kid re-used, (kinda a recycle act) the bio degradable renewable resource... 50 years later we still do... I never did like the palstic and though it short sighted...and I really hate seeing plastic bags for miles and miles stuck on base of fence lines here in Texas whenever we get a wind storm...
I have seen mini versions of these at Target (better suited for the smart). They work great and they fold flat when not in use. Plus they come in green and orange for those of us that prefer options. ;)

it's funny too as the photo shows Shaw's paper bags (an east coast grocery store chain owned by Albertson's who also owns Jewel/Osco in Chicago). You can get these for a $1 ($2 for insulated ones) from Shaws/Jewel, etc. In my wife's smart we plan to use a large black gift basket as the base she'll put the bags into so that don't fall over
The best option is a cargo net that holds everything down (have one in my Mazda3 5-door) but using cloth reusable bags is the best option over paper or plastic (I think some parts of CA already have banned the paper or plastic bags). Some wholesale places even charge you for bags (Costco and Aldi's comes to mind) to encourage reusable bags
We keep one of those cloth bags for each of the three major grocers we use in each car. They only cost a dollar so it's $3 per car, they can be reused for a long time (our oldest ones are about 6 months old and look new), and it cuts down on plastic bag use. I always tell them to put as much as they can in the reusable bag.
