Made in China, it's categorized as a NEV (neighborhood electric vehicles) The 2009 Wheego Whip is limited to speeds of 35 mph or less and can be driven only on certain of roads with speed limits under 30mph. The car is priced at $19,000 and is built off an existing Smart look alike called the Noble. The Whip will be partially built in China with final assembly here in the United States.
