Since the recall dates from last July, I'm surprised M-B hasn't put out a list of the affected VINs.

No surprise at all considering it's Mercedes Benz.

Who pays the tow bill if it breaks down on the 600 mile trip to the dealer?

Owners of affected cars should have been contacted, but if you want to be sure a great tool is to use NHTSA's SafeCar Recall VIN lookup website to see if your smart is affected or has other outstanding recalls.

https://vinrcl.safercar.gov/vin/

Additionally, you can also check with the customer hotline to see if your smart is under the recall notice.

A quick follow-up - only 110 vehicles were recalled for this issue.

Aside from the Safe Car website, the smart website will also let you check for relevant recalls related to your vehicle.
