Electrical Question

Hello All!
I have a 2007 Passion and it has recently begun the double speed turn indicator flash. I have replaced the bulbs and fuses, yet it still persists. Lights are non-operative for brakes and turn signals, save for the top, window situated brake light.

Any help would be appreciated.
