It's far better to take your foot off the accelerator while staying in gear?

My 2006 diesel manual says on page 7-17: "Instead of coasting along with the car in neutral, it's far better to take our foot off the accelerator pedal while staying in gear. Since trust is switched off then, there will e almost no fuel consumption at all." I have experienced drag as the engine works like a brake and slows down the car, especially when going down a long hill. Is the manual wrong?
