My car got hood paint top coat peeling.
Should I do a clear coat on the peeling area only?

Or should I remove all the clear coat of the hood and then paint the whole hood?

( Also, what 2008 Convertible don't have color code on the vin area, where should I look for color code ?

While I was willing to mess with it I would paint it the color of the metal on your Smart. If I didn't like that I would do a satin black to match the top. If the metal is black then satin black.

Another option is just to buy a new service flap - about $160 new. The color is molded in, so sanding smooth and repainting or just new clearcoat will also work.
