You need a good 13.8 volts in the battery to run the starter. Stater cables are long and will get a bit of line drop, plus there is a boat load of electronics that needs to start up before the motor cranks over. It also could be a bad starter, or a bad relay, or even a stuck motor. Start with a good battery.
