I have a new 2015 Electric Drive. It was quite noisy from wind at highway speed. I fixed it by screwing the front cover (underneath where the engine would go if it had an engine) to the front bumper with 4 stainless steel #10 sheet metal screws. Now it is wonderfully quiet.

Looks like an unnecessary modification to begin with. Your panels were likely not correctly installed which was the source of the noise you complained about. The black underbody cover should clip in to the bumper cover, and it looks like yours was not properly secured which left an air gap.

Yep, as my picture shows the forward tabs on the belly pan fit in and above the curved under part of the lower valance.
