the owners manual refers to fuses on the back side of the fuse block.....how to you lower the block for access to the fuses?

There is a latch on the end facing the front of the car. Once you open the latch, the fuse box folds down on hinges mounted on the back side. If you are so inclined, it can be removed from the hinges as well, but it's somewhat tricky to get it back on the hinges and reinstalled.

It is more fun to stand on your head and use a mirror and flashlight. (then I found the latch) or just use the fuse box I had in my 2008 smart...
