I have 2009 smart car convert, car has been great until last month, all about in a week I lost my blower motor for heat and ac , then next day on way to work lost wipers and heated seats, the button lights but when you take hand off of button it goes off, the next day I was checking fuses and hit the key and top opened and will not close , can hear relays clickinging in back but top will not move, and now relays wont even click, my dealer is a hour away and they said to drive it in in below zero temptures, are they a joke, please help, would like to get back on road, thank you

Sounds like a blown fuse to me. The fuse for the wiper-washer motor is known to occupy circuits shared with several other items, so it might just be a fuse issue in the SAM aka the fuse panel.
There are fuses that come with LED's in them that light up when they are blown so you can easily go to the one that is lit up and blown out. How nice. A Cheap Ohm meter will test fuses if you want to check them your self. Otherwise, any auto repair shop should be able to trouble shoot a blown fuse in the fuse panel.

I hope these help.
