Just got a quote from the dealer saying I need a new clutch actuator and clutch plate. Cost in the neighborhood of $2000 that plus a pending valve adjustment I am looking at spending almost $4000 in the next 3-4 months. Smarty is a 2008 with 99,000 miles on it. Should I spend the money and hope for another 200,000 miles?

Welcome to SCoA! And Mercedes dealer pricing.... You should be able to find the parts on eBay or by doing a Google search; the hard part will be finding a good mechanic to work on your car - although mechanical work on the smart is no more difficult that on any other car. All of that said, you may just want to sell or trade the 08 and move up to a used 451 with some warranty left (2012 and later models have a 4 year/50K mile warranty.) :)

If you had valve issues they would have manifested before now, do not bother with the valve check. Have you actually had issues with the clutch or clutch actuator?

Being a 2008, did your car receive the clutch upgrade? Do you have the most up to date transmission software?

Would I dump $4000 or even $2000 into a car with 100,000 miles that isn't worth $3000. Nope.
I would take that $4000 sell your smart for $1500 if you can and look at this ad craigslist in Seattle.
