Main problem that I can see is that in most states, digital forms of insurance might be acceptable, but digital drivers licenses and registrations are not yet. In an article on the subject I found from about 2 years ago, at least, only about 15 state were studying the idea of mobile drivers licenses, and only one state was actually moving forward with the idea.
