I really don't think it's a true laser. A true laser would be a monochromatic (single color) light that is typically focused to a tight beam. While it's possible to de-focus a laser to cover a wider area, it's still only a single color of light.

At 5mW the blink reflex protects your eyes. You could still go blind looking straight into a laser bean for more than 1/4 of a second. At about 10mW there's a 50/50 chance you'll go blind from the hit. It would blind you 100%, but it will burn part of the back of your eye. Beyond 10mW the odds reach 100%.

While they speak of a system to turn the light away from an oncoming car, what about a person on foot?
