My 2009 Passion has an issue with its low beam headlights that I'm hoping someone can help me with. I bought the car new and this is the first time this issue has happened. I say that because I have replaced the bulbs and the fuses are fine. I've had bulbs go out and had the low beam fuse go out in the past, but seeing as how thats not the issue, I'm stumped.

Anyone have any ideas?

Could be an internal SAM problem. From Alldatadiy.com:
The low beam is switched on by rotating the combination switch to switch position 2. The SAM control unit reads in the switch position of the combination switch and actuates the left and right low beam.
The status message "low beams on" is transmitted by the SAM control unit via the CAN to the instrument cluster, which then actuates the low beams indicator lamp.

If fuses and bulbs are ok, both the high and low beams share the same ground point that’s located behind the front bumper.

If both high and low beams are out, in a 451, the brown wires are connected to ground. You could try to check continuity between all the brown headlight wires and a good ground. If they are open, there’s the problem.
