I was at the Smart dealer in Columbus, O-H today and saw a 2013 Electric with LESS THAN 700 miles!! A guy bought it for $7900.00... at least he said he was going to buy it... I don't know for sure that he did....

You can get a brand, spanking new 2015 for less than that after the federal tax credit. Last I checked they had two left in the Cherry Hill, NJ dealership and they deliver too.

True, but most folk don't pay enough in federal taxes to take advantage of the tax credit.

IMHO, a better deal can be a 2015 ED with about 10K miles for two thousand less than this 2013. You even get some of the 4 year factory warranty with that.

Also true, but consider this - you will be getting a car with almost no miles with a full four years of warranty. Even if you can't take the full $7500 tax credit, you can take whatever portion of it that will take your tax obligation for the year down to zero and likely get you a REALLY nice refund in the spring. Choices, choices. Oh, and no BAP to worry about.
