2010 Smart, backup lights don't work. Both bulbs are ok. Turn signal, brake lights, etc. all work perfectly. I checked for voltage at the connectors on the tail light assembly (yellow/red wires), there's no voltage getting to them. Also, the dash indicator shows "R" when in reverse (so I assume that rules out the reverse switch on the transmission).

Any suggestions?

The dash indicates R because the shifter control module has told the trans control module that reverse was selected. When the trans control module selects reverse a signal is sent over the CAN data network to the cluster to display the R indicator. That is completely separate and apart from the reverse lamps, which get power directly from the shifter control module. Check for power out of the shifter control module on the yel/red wire when in reverse.
