My beloved little ForTwo 450 was rear-ended last week. I've DIYed all service in the little ones for nearly a decade, but now I need a decent local mechanic to complete insurance covered work. They'll need a MB Star (or WinStar) machine too.

Any recommendations for a Portland Oregon area mechanic?

Good luck with that. The MB computer access might be a serious problem for a 450 in the USA. The dealerships sure won‘t help you.
Does it run? If so, you might have to drive it down to a Mexican dealership or independent, but the insurance might balk at repaying you for the up-front cost of the repairs. Since you are closer to Canada, that is an option for 450 repairs and parts availability, and might not be too much more expensive than Mexico.

I bought my smart from smart center Portland in Beaverton, when Kuni (BMW) had the Penske franchise. MB of Portland is now the current: smart center Portland.

I still get my smart exclusively serviced at the Kuni Collision Center in Beaverton, OR. It has never been to a MB dealership (or at least - has yet to be). I don't know if Kuni has a star machine (highly doubtful). It won't hurt to call them.
