I want to replace the door speakers and add an additional pair of tweeters in the door.

I purchased a POLK AUDIO DB6501 6.5" COMPONENT system which comes with a pair of 6.5" speakers for the door, a pair of tweeters (which I'll also mount on the door), and two crossovers.

My question is that given my Smart has the premium sound system, are the wires that go to the door speakers already "crossed" from the stock radio?

If so, I'll need to install the POLK crossovers upstream. If not, I can cross over within the door.

There's a thread from Fmaxwell here somewhere on that topic. IIRC, the wires to the door speakers are full-range from the OEM stereo head unit, and the premium-sound dash "tweeters" are high-passed directly at the speaker terminals. You can send full-range audio to the door speakers via the OEM wiring and put your crossovers there, to cross between your Polk components.

I wish there WERE crossovers. I always wanted audio designed to be good - something to give me an appreciation for what a truly good sound system can be. In the days of trying to get by with miniscule cost, we don't see much engineering put behind non-critical systems.

The speakers have no elements between the radio and the speaker coils. The tweeters have a series capacitor for a very simple one-pole high-pass. The subwoofer derives its drive from the full-level signals, wholly contained in the subwoofer unit.
