on an 08 Passion between the windshield and dash panel there is a black strip for the window defroster. at either end there is an area with holes, is that where the tweeter go? if so, how do you get that panel up to install the tweeters as i see no screws? also is the radio set up, wire wise, to install tweeters (and a subwoofer and/or rear speakers)?

Yes those are where the tweeters went on pre-facelift 451s. To get to that place I imagine you'd have to deconstruct the dashboard a bit to get within reach.

Rear speakers weren't offered until the facelift (2011+) so no wiring for that, not sure about the tweeters or subwoofer though.

It'll probably be easier to add the door mounted tweeters of the facelift 451s or custom ones.

Sounds like you found the right tweeter locations. No dash disassembly required. These spots are accessible from underneath the dash. The passenger side is fairly easy, but the driver's side is all by feel with one's arm trying to find a path through the mass of wires and cables.

The wiring is likely in place (my 2009 had it). The tweeter wiring connector is either clipped into a holder next to the tweeter mount or, as in my case, taped to another wire harness with what looks like masking tape.

From when I bumped around online looking at smart parts, those dash tweeters are hard to find and are expensive. Might be best to install aftermarket product, possibly integrated into the side door mirror sails.

Speaking from experience having owned a 2009 ForTwo Brabus Coupe with the upgraded speaker system including those tweeters and the underseat sub.... you're better off putting the tweeters on the A-pillar. I purchased a nice set of Hertz Audio component speakers for mine, and at first, had the shop put the tweeters in the factory location. HUGE mistake. The highs bouncing off the windshield just amplified them even more, which made the audio sound WAY too crisp. Took it back and asked if they could put them on the A-pillar, which they gladly did, and even they said it sounded much better.

If you're planning on trying to find the actual tweeters that came with the system, it shouldn't be too bad. If you're planning to buy some aftermarket ones, I'd say the factory location probably wouldn't be the best location.
