The paint (which actually looks like a film) has started to peel in one small spot on my rear bumper. Is this an integral film process used at the factory when they mold the bumpers or can it be painted by the local body shop?

Sounds like your clear coat is peeling. Without a photo of it. It’s really too hard to make a judgement.
