This is a stupid question, but how does California relate a more efficient air intake to increased smog? :)
Good question & I don't have an answer. The same issue relates to oil catch cans or oil vapor separators which if installed and tied into your PCV system, will also cause a smog check failure. Basically, the CARB doesn't want any mods that are not CARB certified. This is an expensive process for a manufacturer to get their product approved in CA.

We are lucky that we are allowed to have aftermarket cat-back exhaust! We are also permitted to use any air filter that fits in the stock housing. Emission controls here are less about pollution and more about control.
Isn’t THAT the truth! I just read that about 30% of the pollution in California is directly from China. Having been to China a bunch of times, I believe it. Until places like China, India, and Mexico get serious about pollution, anything the U.S.A. will only be a drop in a bucket.

I wish we could use them here in California, but this part will cause the car to fail the smog inspection.
That is true.

Even tho the intake upgrade does not cause any emissions issues the visual check in California is no joke.

We are fortunate here in Texas that while we do have an emissions Test, you are allowed intake and exhaust upgrades.

It is just unfortunate that in CA, we are subject to needless emission requirements regarding add-on equipment that do not effect tailpipe emissions. Too bad that their is not some sort of protest over these needless requirements regarding CAI's and other air boxes as well as the oil vapor separators or catch cans that I mentioned before. I do agree that emission control devices should not be disconnected or defeated and that a vehicle should meet tailpipe emissions.

We also have the Assoc. of CA Car Clubs that is supposed to be lobbying for the hobbyist and car collectors in Sacramento. I haven't heard much from this group in years. I also spoke to a med-level SEMA employee about the issues we are having with the EPA and CARB. He indicated they were aware of our concerns but who knows what is being done to allow us in CA to put on sensible mods on our vehicles that will not effect emissions. The only way around all of this is to drive a pre-1975 vehicle that is currently exempt from these regulations in CA.
