I found this in my car when I got it. It has smart badge on it so it's a smart part. My guess is a phone holder that's missing something. It fits in the cup holder.
It looks like a sleeve for the cup holder so you can place a smaller size drink without it rattling around. Maybe to hold a can instead of a 20oz bottle, or a small vs a large drink.
