Hello,
After selling my beloved '13 smart I decided to purchase another one. I just recently purchased a '08 passion from the city of Somersville, MA with about 25,000 miles on it for next to nothing. I removed the rear bumper panel to do some work to the car and noticed that there's actually a loose wire that comes out of the frame of the car behind the right rear wheel and goes up to the fuel filler neck. Could someone please tell me what this wire is for and how to reconnect it.

That does not look factory original. There is not enough context to tell. What is it connected to and what color are the wires? The only wires I remember going to the upper part of the gas filler neck are for the filler cover lock.

I wonder if the previous owner did that to wire up something on the outside of the vehicle. I agree with Rusted, that doesn't exactly look factory.
